License for Products Use within Ukraine issued by the State Department on Supervision of Labor Protection of Ukraine (Gosnadzorokhrantruda).
(The new name: State Department of Industrial safety, Labor Protection and Mining Supervision by the Ministry of Emergencies of Ukraine - GOSPROMGORNADZOR)

For the products included to the "List of products liable to obligatory certification within Ukraine" UkrSEPRO conformity certificates are required at crossing the Ukrainian boundary.

For the products, which responsibility of Gospromgornadzor, a License for Products Use within Ukraine is required when commissioning. In compliance with Article 21 of the Law of Ukraine "About the Labor Protection" by the Decree #1631 of Minister Cabinet of Ukraine from the 15th of October 2003 the "Order of license issuance by the State Department on Supervision of Labor Protection (Gosnadzorokhantruda) and its territorial bodies" was approved.

For the purposes of this Order the following terms are applied:

Attestation - assessment of an object by expert organizations against requirements of  legislative and normative acts on labor protection;

Decision of a commission of experts a document drawn up by the expert organization on the ground of attestation results and containing conclusion on conformity (non-conformity) of an object with requirements of  legislative and normative acts on occupational health and.

The decision of a commission of experts is drawn up in the form approved by Gosnadzorokhrantruda of Ukraine. The Order defines the procedure for issuance and withdrawal by Gosnadzorokhantruda and its territorial bodies of the licenses for use of equipment. At that the licenses for use of equipment of foreign production are issued by Gosnadzorokhrantruda of Ukraine. The licenses on equipment of Ukrainian manufacturers are issued by the territorial bodies of Gosnadzorokhrantruda.

That Order specifies also the List of hazardous products (rus, eng, ukr), objects, machineries, equipment which may be used within Ukraine only under licenses.

As attachment to the Application should be filed:

• Decision of a commission of experts on conformity of the object with provisions of normative acts on labor protection (taking into account results of certification in UkrSEPRO System if any) and ability of the subject of economic activity to guaranty fulfillment of legislative requirements during the operation of the object.
• Maintenance documentation (copies of montage and operating instructions, technical specifications etc.) in Ukrainian or, as an exception, in Russian (for products manufactured abroad).

We render services on technical attestation of products including attestation under its certification by the CB "PROMBEZPEKA". A decision of our commission of experts under positive results of attestation serves the ground for the issuance of a License for use of products within Ukraine.

License for products use in Ukraine is issued by Gospromgornadzor of Ukraine initially for the three-year period. If there are no reclamations the license will be renewed for the five-year term. Internet-Site of Gospromgornadzor   http://www.dnop.kiev.ua.

Attention! Under Edict of the President of Ukraine from 20.04.2005 #681/2005 the State Department on Supervision of Labor Protection (Gosnadzorokhrantruda) was liquidated. Its tasks and responsibilities were assigned to the Ministry of emergencies and affairs of population protection from the consequences of Chernobyl catastrophe of Ukraine.

Under Decree #590 of the Minister Cabinet of Ukraine from 15.07.05 in the structure of this Ministry was established the State Department of Industrial safety, Labor Protection and Mining Supervision (Gospromgornadzor) which executes the functions of the Gosnadzorokhrantruda

The system of license issuance for use of products within Ukraine remains for the moment unchanged.
